The House Ways and Means Human Resources subcommittee heard testimony on the impact of drug and alcohol abuse on local child welfare programs. Lack of care for children of drug and alcohol abusers causes severe emotional and psychological problems in the children as they grow up, which society must deal with if the problems result in antisocial criminal behavior. Children of mothers and fathers who abused drugs before, during and after conception are often physically and mentally affected as well, as in the case of "crack babies." Witnesses testified on programs designed to help children of drug and alcohol addicts and the drug abusers themselves. Programs include foster care, educational services to high risk drug exposed children, and medical care for drug exposed infants....
